Terms of Service

Last updated: August 2, 2026

1. About this website

captionedphones.org is an independent informational website that explains captioned telephone service and connects interested people with a participating captioned telephone service provider. We are not a government agency, and we are not endorsed by, affiliated with, or operated by any government agency or program.

We do not manufacture captioned telephones, provide captioning service, or determine your eligibility. Those decisions are made by the service provider.

2. Your consent to be contacted

This is the most important section of these Terms. Please read it.

By submitting the request form, you give your express written consent for CaptionedPhones.org and our partner captioned telephone provider — including their agents, affiliates, and subcontracted call centers acting on their behalf — to contact you at the telephone number you provided, using:

  • Telephone calls, including calls placed with an automatic telephone dialing system and calls using a prerecorded or artificial voice;
  • SMS and text messages, including messages sent by automated means.

This consent applies to calls and texts about captioned telephone service, your request, and your eligibility. It applies even if the number you provided is on a federal or state Do Not Call registry. Both permissions are required to submit the form, because calls and texts are the only ways the program makes contact.

Your consent is not a condition of purchasing any goods or services, and it is not required to receive captioned telephone service. You may request service through the provider directly instead.

Message frequency varies. Message and data rates may apply. Carriers are not liable for delayed or undelivered messages.

You may withdraw consent at any time. Reply STOP to any text message to stop texts, or reply HELP for help. Ask to be removed during any call, or email us at info@captionedphones.org. Withdrawing consent does not affect contact that already occurred.

You confirm that the telephone number you provide is your own, or that you are authorized to give consent for that number, and that you will tell us if the number is reassigned to someone else.

3. Requesting service for a family member

You may submit a request on behalf of a parent or another relative who has hearing loss. If you do, you confirm that you are authorized to make the request on their behalf, and you acknowledge that the person who will actually use the telephone must be present when it is installed.

Enter your own name and telephone number so a specialist can reach you. The consent described in Section 2 applies to the number you provide.

4. Sharing your information with the provider

The purpose of the request form is to connect you with a captioned telephone service provider. By submitting it, you understand and agree that the information you provide — including your name, telephone number, and the record of the permissions you granted, together with the date, time, and IP address of your submission — will be transmitted to that provider so they can contact you.

Once your information reaches the provider, their own privacy policy and terms govern how they use it. We do not control their practices.

5. Eligibility and no guarantee of service

Captioned telephone service is intended solely for people with hearing loss who need captions to communicate by telephone. Eligibility must be certified by a qualifying professional, such as an audiologist, physician, or hearing instrument specialist.

Submitting the form does not enroll you, does not guarantee that you will qualify, and does not guarantee that a telephone will be provided to you. We make no promise about eligibility, availability, timing, or the equipment offered.

6. Accuracy of information

The information on this website is general education about captioned telephone service. It is not legal, medical, or audiological advice. Program rules and provider offerings change, and details on this site may become out of date. Confirm anything you intend to rely on with the provider directly.

7. Acceptable use

Do not submit false information, submit another person's information without their authorization, or use this site to interfere with its operation or security. We may decline or discard any submission.

8. Disclaimer and limitation of liability

This website is provided “as is,” without warranties of any kind, express or implied, to the fullest extent permitted by law. We are not responsible for the acts or omissions of any captioned telephone service provider, including the content, timing, or manner of the calls or texts they send you.

To the fullest extent permitted by law, we are not liable for indirect, incidental, special, or consequential damages arising out of your use of this website or your contact with a provider.

9. Changes to these Terms

We may update these Terms. The date at the top of this page shows when they were last revised. The consent you gave when you submitted the form is governed by the version in effect at that time, and we keep a record of the exact consent language you were shown.

10. Contact
